The only one that can cast True Strike with the additional action from Haste are Eldritch Knight, Valor Bard & Bladesingers which can take the Attack and can replace one of the attacks with a casting of this spell.
You are correct. The Attack action and Magic action are still separate and even though you have 2 Attacks during the Attack action you can't do True Strike and a regular attack.
UNLESS you have a class feature that allows it - Bladesinger.
