if the spell targets "a creature you can see," can it be used on yourself or must it be specified?
You can use it on yourself, yes.
Unless... you are Invisible or you are blinded.
Why then there are spells that say :you or another creature that you can see?
Because the writing in D&D 5 is not consistently well-templated.
