I believe the consensus is that features that modify damage inflicted by cantrips generally do not apply to Shillelagh, as the damage is not caused by casting the cantrip: instead, it modifies the damage of subsequent weapon attacks for its duration. True Strike is more controversial, as the attack is made as part of casting the spell. Personally, I believe it meets the RAW requirements to be eligible; others disagree.

Shillelagh doesn't do damage at any level. It changes the damage of future attacks your weapon makes, but casting the spell itself doesn't make an attack or deal any damage. It does not work like True Strike or Booming Blade where the attack is part of casting the spell.
