At level 9 with 20 str, thats 1d10 (lance - 1d4 for bonus) + 5 (str) + 2 (duelist) + 4 (HWM) on each hit.
Is any of this not RAW?
No, for the purposes of Opportunity Attack, it's triggered when the creature is entering or leaving your reach is when it is moving from one space or square to another. It being stationary while you are moving this way doesn't provoke one.

Opportunity attack can be triggered when a creature leaves your reach using it's movement
Reactive Strike can be triggered when a creature enters your polearm's reach using it's movement
Sorry... to be even more clear: Polearm Master's Reactive Strike doesn't rely on Opportunity Attacks rules. It's triggered when a creature enters your reach with their movement, but also if it's forced to enter (by Push or Thunderwave, for example)

Reactive strike in 2024 never says that the creature has to use its movement to enter your reach. It just says "you can take a Reaction to make one melee attack against a creature that enters the reachyou have with that weapon." A creature can enter your reach when something else pushes or pulls it there just like TarodNet said. That means if there is forced movement via thorn whip, lightning lure, telekinesis, swarmkeeper ranger, grasp of hadar, or the elements monk's elemental attunement by RAW it would trigger the reactive strike.
It opens up some interesting build ideas using the subclasses with the bladesinger extra attack to cast thorn whip, lightning lure, or eldritch blast to pull enemies to you.

I think PAM is easily the best 'Action Economy' feat in the game. Reasonably easy to trigger reaction + a bonus action in the same feat, with an Ability point on top.

PAM is undoubtedly the best action economy feat in the game, it is some what realistic I guess since polearms are just the best melee weapons in war usually, unless you're using roman shield tactics (Shield+Gladius) but even they still used a Pilum which is a bit like a Javalin/Spear weapon.
However for a fantasy game, I just think PAM remains overpowered in it's current form, mix it with a Pike and Weapon Mastery... and you've got a hellish weapon to deal with. That said I wouldn't nerf PAM, I'd just create other feats for other types of weapons... that give them their own uniqueness.
Very popular in my gaming circle Polearm Master is a good feat for combat but not as much useful in campaign relying more heavily on other pillars of play where action economy is much more used on other things so YMMV.
