This means that you can't make Detect Thoughts a purely Psionic action. That is... that's pretty messed up, because it's one of the *most* Psionic things in the game! 🤣

It doesn't follow the usual structure of a spell that has a material component that has a cost. Listed the way it is, that component is simply included in an spell component pouch.

RAW, you are correct.
RAI, I think that it's meant to be "a penny for your thoughts" throwaway material component and not literally cost 1 copper. Discuss with your GM ahead of time just to be safe. (explanation of the phrase for nonnative English speakers)
Just change the material component to "a piece of copper, or a deck of cards with symbols on them, or a head band with two rigid wires" and now you have more puns and make it clear that there is no need for a costly material component. Win-win!

I think what they're going for here with "a cost specified" is that, well, a cost is specified, as with true strike and such
detect thoughts doesn't say "1 Copper Piece worth 1 cp", even if that would be a very silly way to write it
They probably should errata it though. Or just change the M components for detect thoughts, even if the gag is lost

As an aside, all spell components in D&D are a joke (courtesy of Hamasamakun).
