No, it does not. Attacking at melee range doesn't make something a melee attack. Eldritch Blast specifically says that its attack is a ranged attack, so it doesn't qualify for the damage bonus from Fount of Moonlight.
The fact that you have Spell Sniper doesn't affect this; that feat removes the disadvantage imposed by making ranged spell attacks at close range, but they're still ranged spell attacks.
