I've got questions about the specific way the Halfling Luck trait is described:
"When you roll a 1 on the d20 of a D20 Test, you can reroll the die, and you must use the new roll."
Does, "use" in this way mean that the rolling stops with the result of the second roll? Or does it just mean that the previous number is gone, but if it's a 1 you can reroll it again using Halfling Luck or Heroic Inspiration?
Example 1: 1st roll is a 1, reroll is a 1. The rolling ends, player takes the 1.
Example 2: 1st roll is a 1, reroll is a 1. The player rerolls again, using Halfling Luck or Heroic Inspiration.
I'd say you can combine both things in any order, just remember Halfling Luck applies only to D20 Tests, and Heroic Inspiration to any die.
But I don't think I completely get your second example: if your first roll was a 1, you'd probably use Halfling Luck to roll again. Now, if you get a 1 or any other number, you can use Heroic Inspiration.
Or, if your first roll was a 1, you use Heroic Inspiration to roll again, get another 1, and then you can use Halfling Luck.
To answer the first question, I take "but you must use the new roll" to mean that (ignoring other features) Halfling Luck gives you a single re-roll. I think your first example is correct, but in the second, as TarodNet says, you have to use one feature and then another to get a second re-roll.
I guess a question that I have (that I didn’t ask in my original question) is, can Halflings always get out of a nat 1 roll? If they roll 10 nat 1s in a row, can they keep using Halfling Luck over and over again until they roll something other than a 1?

Like I said, I think the answer is no. Even if the new roll is a 1, you must use it.
