Reading the new Monster Manual, I didn't find any rule preventing a character under the effects of Shapechange or True Polymorph from using the Legendary Actions of the chosen creature. Did they remove that rule?
Reading the new Monster Manual, I didn't find any rule preventing a character under the effects of Shapechange or True Polymorph from using the Legendary Actions of the chosen creature. Did they remove that rule?
They did remove that, yes.
Whether that was intentional or not is...unclear. For a long time during the development process it looked like legendary actions were going to go away entirely, being replaced by additional reaction types. Given the general theme of removing redundant language from things in the 2024 updates, if they were getting rid of legendary actions entirely, it would make sense to remove references to them from spells like this. However, that change was reversed, seemingly fairly late in the development process, and legendary actions are still very much a thing in the new Monster Manual.
So, it's not super clear whether this change was intentional, or just something that got neglected when legendary actions were put back. But, under Rules As Written, a character under the effects of Shapechange or True Polymorph can use their new form's legendary actions, if any. (Lair actions too, though a DM could reasonably argue that you need to be in your own lair, whatever that is, to do that.)
