The spell is cast at the lowest possible spell level, doesn't expend any of the user's spell slots, and requires no components, unless the item's description says otherwise.
I've been pondering this lately because I'm giving a druid in my group Staff of the Woodlands as a reward. Normally I'd agree with the no component [art of the rules except in the case of the spell Awaken, the component isn't just something the spell consumes but its used as part of the way the spell functions. You cast the spell into the Agate and then use the Agate on a plant to make it awakened. I was thinking of just giving the player an Agate as well and not have the spell consume it.
If you're going to do that, have the agate be part of the staff. Maybe embedded in the top?
Yeah I thought about that too. Even just thought about maybe making it that the staff just casts it like the spell is already in the agate. I just don't want it to be too op. This player is bit of a min/maxer and pushes the boundaries of what is in the rules and that's fine, i just don't want any unforeseen power gains.

Do i need an agate to use awaken? And do items with charges ignore the materials required for the spell?
No material needed.

Magical items casting spells ignore components (even expensive ones) normally needed unless stated otherwise.
