A character with those levels wouldn't get an Epic Boon Feat. You still need an ASI to pick up a feat. They never reached a level that granted an ASI.
However, If they didn't class into druid, and took Fighter-4 at level 19 and Rogue-4 at level 20 instead, they could pick up an Epic Boon at each of those level ups. The only prerequisite for an Epic Boon Feat is that you are at least level 19. Single class characters only gain 1 Epic Boon because they only receive 1 ASI at or above level 19. A multi-class could pick up another ASI at level 20 if they level a class into one. And they can use the level 20 ASI for another Epic Boon feat.

This is not correct. Ability Score Improvement is a feat in the 2024 rules, not a separate thing; as such, you can take it (or any other feat you qualify for) as part of that level 19 class feature.
