Additionally, the book itself breaks the spells out into their Class Spell Lists.
So, to me this seems like each casting class gets some specific spells.

Breathe, dragons; sing of the First World, forged out of chaos and painted with beauty. Sing of Bahamut, the Platinum, molding the shape of the mountains and rivers; Sing too of Chromatic Tiamat, painting all over the infinite canvas. Partnered, they woke in the darkness; partnered, they labored in acts of creation.
Question. Are all spells with biomancy tag with the SRD meant to go onto the wizard spell list ? Or do all spells abide by class restrictions?
The book contains a list of which biomancy spells go on which class spell lists. There's a handful of them that aren't on the Wizard list
