I respect the lore but that doesn't mean I wont criticize it.
As a kobold it makes sense lore-wise why I have sunlight sensitivity. I spent most of my life underground, the light hurts my eyes and they're sensitive.
But thinking about it on a common sense level it doesn't make sense.
there are 3 pieces of this pie:
kobold/sun + target/shade = SS
kobold/shade + target/sun = SS
kobold/shade + target/shade = No SS
WHY am I being punished if I'M in shade and the target is not? Did the target just suddenly decide they wanted to put on ******* diamond sparkling armor and their Rolex watch just for me? Did my eyes go blind? I'M IN SHADE, MY EYES WORK I CAN SEE THE TARGET RIGHT THERE! Why am I disadvantaged?
Also, what about the hypothetical scenario where a kobold decides to live on the surface? What then? Am I cursed, IM NOT A FRIGGIN DROW!!! MY EYES CAN GET USED TO THE SUN !!!
Some, if not most people, would just use the Homebrew idea of being a "Civilized Kobold" meaning a Kobold who was born and raised on the surface to ignore SS or consult with the DM to not have it.
And what's with the day patterns? It's not like the sun beams down all the time during the day, we have a thing called WEATHER PATTERNS. Common sense dictates that:
cloudy
rainy
foggy
dusk
should all be viable options SS should not effect. As well as situational terrains such as:
shade behind buildings
canopy of trees
tree shade
forests
Should also be excluded from being effected by SS. All of these should be viable because none of them are in direct sunlight. Am I wrong here, because if I am, make it make sense!
I REALLY don't mind SS, it's just when I think about it and these scenarios...SS starts to not make sense. Even though it's lore, it's faulty. Even if Pack Tactics cancels it out more or less, it just makes SS look like a joke.
And since most player kobolds party in the sunlight, you'd think the kobold would get used to the SUN, they AIN'T DROWS!!!
The Kobold player species from Monsters of the Multiverse doesn't have SS. Just use that one.
As a DM, I would be willing to drop the SS if the Kobold has been adventuring above ground for a while. In exchange, I would require the player to drop Pack Tactics (haven't been with a pack of Kobolds in a while) to maintain balance.
As you pointed out, SS is a very large hinderance. Pack Tactics is a very large advantage.

SS should be a fade-over-time thing.
Fair points worth discussing with DM!
