I ran this scenario through several AI sources and everyone of them once they reviewed the applicable issues agreed that the RAW was that Heavy Armor should include Dex modifiers.

With respect, I would offer you this piece of advice: the next time you find that people who understand how something works are telling you one thing, and an AI tool that is fundamentally incapable of understanding anything is telling you something different, trust the people.
