I am running a Ravnica campaign and one of my players is a Paladin in the Orzhov Guild. The Business Paladin doesn't have the spells associated with the guild background. Do demi-casters not get bonus spells?
If the character has the Orzhov Agent background, The Orzhov Guild Spells would be added to the Paladin's spell list but are not automatically prepared. The cantrips would not really help as Paladins don't get cantrips.
Yea this is the sad part of the older material, spells usually just gets added to the characters spell list and then has to be picked whenever the character gets to add/change its spells. Newer material almost always gives you the spells as prepared so you can use them in addition to any spells you would normally have. And as @Smite says that means that the cantrips on the list are useless as a Paladin never gets to choose cantrips to add/change.

Not really, take Strixhaven for example. The background adds spells to your spell list and it gives you a feat that adds prepared spells.
