Repelling Blast says it applies "when you hit a large or smaller creature" with the chosen cantrip. That means it applies on every hit, regardless of whether they've already been hit with that casting or not. If you hit the same target twice in the same casting, you can push it twice.
If it were intended to be limited in the way you're suggesting, it would say so. Take a look at the "Slow" weapon mastery for an example of what that would look like.

At higher levels, you will be able to push them even further. At level 17+, you could push them up to 40 feet back if all your beams hit. It's extremely effective, and I think it is a must-have invocation for any non-Bladelock. It's just that good.

For the 2024 rules
If you have two blasts that hit two separate targets, i assume both can be pushed 10 feet?
If both blasts hit the same target, that single target can only be pushed 10 feet in spite of receiving 2 hits?
