Am I right to assume that if you would be able to play a 2024 Rouge Level 13 with Thief Subclass plus Artificer Level 10, that eithers Feature Magic Item Adept from the Artificer or Use Magic Device from the Thief Subclass would not give you the Attunement Slot? Because both state that you get a 4th Attunement Slot instead of an additional Slot? Or would it still be added for some reason if we could go beyond Level 20?

You are correct, these abilities set the number of items you can attune to, they don't increase that number. As such they don't stack in any meaningful way
There is a feat from one of the books that give sn extra attunement slot. How would that interact?
Edit: I think I found it. It's in the Tal'dorei Campaign Setting from 2017 and published by Green Ronin; a third-party source. Like the class features, it sets the attunement limit to 4 so there's no stacking.
I also found a reference to a feat that requires Intelligence, Charisma, or Wisdom to be 20 or more and for each attribute that is, you get an extra attunement slot. An Artificer with 20s in all 3 could have 9 magic items attuned. This is why third-party content is dicey.
