I can't see anything that says magic items that have charges are fully charged when they are created. Specifically I am wondering about Artificers and their Replicate Item and Transmute Magic Item abilities.
Every magic item with charges is described as having a certain number of charges, how to uses those charges, and how to regain those charges if possible.
When you replicate a magic item with charges it shows up with the charges it is described as having because a specific rule would be needed to override the general rule stating the number of charges the item has.

I'm surprised at this, but I don't see anything explicitly saying that either.
I do think just about everyone would agree it would be stupid and annoying if crafted/replicated magic items didn't show up fully charged.
