I’ve heard some criticism regarding the GoS RAW was just wondering if anyone had a go to resource they use for players invested in sailing the open seas, seeking sunken treasure and fending off hostile crews or islanders or monsters…
I ran Saltmarsh. My advice: avoid ship to ship fighting.
Saltmarsh has stats for ships, but nothing really for hwo to run combat for them. And nothing really for managing a party that normally acts like a herd of cats trying to manage a single resource that is their ship. Imagine your party of 5 players are on a ship, engaged in combat with anothrr ship. Normally, everyone in the party wants to do something different. But with just one ship, that can only go in one direction, and only shoot cannons if certsin things happen, the party either starts arguing about what the ship should do or some players just check out until you are close enough to board and get into melee.
Just skip the ship to ship stuff.
The fast ship eventually catches up with the slow ship and boards, and then the ships are just dungeons to move around in and explore.
I had the party deception their way onto a smuggling ship befor combat started. They snuck aboard a pirate ship to rescue an npc. And they teleported onto an enemy warship to stop the attack.
Everything is theater of the mind until one crew boards someone elses ship. And then its just normal comabt and every player can do their own thing.

What are the best resources for ship to ship and underwater combats?

This sounds weird, but Mage Hand Press's Dark Matter sci-fi book has EXCELLENT ship combat rules that could be adapted to ships and subs easily.
I believe Ghosts of Saltmarsh has ship combat rules.
As for underwater, I don't know of anything besides the stuff in the DMG.
