In the Strixhaven Mascot feat it says: "You can cast the Find Familiar spell as a ritual. Your familiar can take the form of the mascot...", but it never says whether or not you can cast the spell as a regular, nonritual, if you have the slots to do so.

So the question is, how do you rule that?
I see nothing in the feat that makes the spell be known/prepared for you and it doesn't have the "you can also cast it..." caveat that some feats have. And thus I see no way for it to be cast with your normal spell slots.
I agree, I don't see anything that allows you to do that.
That said, given the spell's lengthy natural casting time there's very little reason to ever want to cast it with a spell slot. It would only be desirable if you were in a situation where you had 60 minutes to spare but didn't have 70 minutes to spare, which seems very unlikely to ever come up.

I feel like that may be most like to come up in an Acquisitions Incorporated game where you may have exactly 60 minutes between meetings.
