First, you have to mix the three together, not drink them individually. I believe only one of the Potions of Storm Giant Strength would work, it would be at its normal strength, and it would be permanent. Dispel Magic might end the effect.

The "numerical effect" of a Potion of Giant Strength is to make your STR score a specific number, not boost it by some amount. So doubling it would change your STR to 29... twice
I'd rule that means the duration is doubled

I’d also argue the potion of storm giant strength is not a numerical effect — and yes, I know it involves a number. But I’d say a numerical effect would be something like, increases your strength score by 3, or whatever number. The idea is there needs to be some math and/or dice involved.
I realize I’m basically inventing a definition here, but since there isn’t one, seems fair game.
Heroic Inspiration will allow you to reroll ANY single die roll immediately after seeing the result.
If you roll a 25 on a percentile roll, you could use Heroic Inspiration to reroll the tens die.

You are using two d10s to represent a single d100 die and therefore roll both with Heroic Inspiration. You only get to reroll a subset of the dice if you were required to roll multiple dice by the notation in the rules. 1d100 is considered by the rules to be a single die whether you are using one die to roll for it or representing it with two dice. If you are required to roll 1d100, you would reroll 1d100. If you had to roll 2d100, you could choose one d100 to reroll.
