How do I set the rarity of the Enspelled items? There is only 1 version of each, with a chart in the description for what each level does. How do I set the level of the item, so it reflects the "to hit" for example? Do they give a + plus to damage? My character has a "rare" Warhammer and a "rare" Half Plate. Should I add pluses into custom slots?
Unfortunately D&D Beyond's character builder doesn't have any proper support for magic items that let you choose a spell to cast from them. All you can really do is customize the name to make a note of which spell is in it.
An Enspelled Weapon does not provide any bonus to attack or damage rolls made with the weapon itself. The attack bonuses and save DCs listed in the table are the values you use if the spell stored in the weapon requires a saving throw or an attack roll; they don't have anything to do with the weapon's own attacks.
