I take House Deneith Heir as a background (giving me mark of the sentinal...seems op). Can I then take potent draonmark as a feat later to always have the spells ready? I added it to a toon and it seems to not give the spells just the Sentinal/shield perks?
Yes, you can, though how much use you get out of that will depend on what class you choose.
Are you saying that the Spells of the Mark from Mark of Sentinel are not showing up as always prepared even with Potent Dragonmark? If so, then that's a bug.

If you choose the mark as a feat it all works fine. But if you choose the background that gives you the mark. It seems to only give you the sentinel/shield part. Not the spells. And with choosing the background and then reaching level 8 it does not let me pick the Potent Dragonmark as a feat
I think this is the same issue that was reported here. You might want to post in that thread too.
For a while there were two different versions of the Mark of Sentinel feat you could select — one that worked and one that didn't. It seems like what's happening is that the one that doesn't work has been removed from the list of feats you can select outside of your background, so when you select it that way you can only get the working one. But the background is still granting the one that doesn't work.
