So if I am a diviner with greater comprehension can I effectly use other wizards spell books? With full understanding of the spell written there logicly it seems acceptable but I would like to be sure.
Greater Comprehension gives you the ability to read any language; I wouldn't say it gives you the ability to use other wizards' spellbooks. Spellbooks aren't written in a normal language and the Wizard class feature says that they can only be read by the owner or by someone casting Identify on them.

Yeah, that's a good way of putting it.
And Identify is a first level spell that, as a Wizard, you can cast as a ritual from your spellbook onto another Wizard's spellbook. It should be in every Wizard's spellbook and it is "free" to cast (you don't need a spell slot and does not consume the 100+ GP pearl). This then allows you to read the spellbook and copy the spells from it.
