Therefore even below 15 you would lose rage. So why would the rules call out Unconscious specifically at the level 15 Rage? Am I missing some nuance?

I think what you're missing is that there are other ways to become Incapacitated than just being Unconscious. It is also applied by the Stunned and Paralyzed conditions, as well as a variety of other effects.
Prior to level 15, your Rage ends if you are Incapacitated for any reason, including being Unconscious. From level 15 and up, your Rage still ends if you're Unconscious, but not if you're Incapacitated for some other reason.

I guess it technically says you are "Inert" but the description for inert there says that you have Incapacitated.
