The 3.5 rulebook specifically says dragonborn have no tails or wings. But both 2014 and 2024 don´t specify either way. And in the 2024 book, there are pictures that show them with and without tails and you can find plenty of artwork that shows them with tails.
So, personally I would leave it up to the player if he wants his dragonborn to have a tail or not.
2014 does also specifically call out the lack of a tail.
Oh yeah, you´re right, I was looking at the wrong paragraph, it´s right at the beginning in the fluff text.
Still, the current rules and plenty of artworks show dragonborn with tails. And as it is purely cosmetic in nature I think it´s strange for the DM to deny such a thing.
If the DM does not want you to have one and puts ups roadblocks, they can do that as well. There is a lot of info that says no tail.
Coming here to find justification for something and then run to your DM to tell them they should allow something is not always the smartest course of action.
