I have a question about this magic item. Since it has 3 uses, is it possible to spend one use and then pass it to another player to make that player spend another use?

Yes it's possible. Once three fuzzy objects have been pulled from the bag, the bag can't be used again until the next dawn.

Yes. Generally, if a magic item doesn't require attunement, it can be freely passed around to different people like this.

Except for speed in emptying the bag, I don't see what one gains from doing so, though.

Well, 3 players will have an animal they can use in a fight for the whole day. 

If the creatures are pulled by different people, each can be commanded as a Bonus Action during a round, which otherwise can't if all pulled by the same individual.
