Being invisible, but being unable to do literally anything with it in your interpretation. Seriously, what can you actually do with it, in your version? You can never sneak past a guard, because in the way most people would understand sneaking past a guard, there isn't cover available the whole way. You can never sneak up and stab someone in the back. So what are you doing while Hidden that makes it powerful? Can you even take a bowshot, or are you automatically discovered the moment you pop up to take a shot? Or is Hidden just glorified Steady Aim if 3/4 cover just happens to exist?
It's really easy to not be targetable by an enemy. Anyone can just step behind Total Cover, which is usually pretty abundant. And if your front line is doing their job, they can't move to target you, and they can't even attack you if you're behind total cover. (Sure, they can potentially still drop a fireball on you, but they're limited to indirectly targeting you with AoE spells. And depending on dungeon layout, you may be able to position yourself so even those can't hit you. And the Hidden character's position is going to be very predictable under your interpretation, and at least as vulnerable to AoE spells).
BTW, stealth can be used to avoid combat too, but only if you can sneak past things. Your interpretation denies normal out-of-combat uses of Hide too.
DM decides when circumstances are appropriate for hiding and it can definitely be used to avoid combat, or sneak past enemies if as DM i determine they're too distracted to see or hear you as i explained in Post #27 it's very circumstantial.
In fact Stealth is most often used this way by my party either to avoid combat or ambush enemies before it. In combat it's much more rare we see anyone Hiding unless it's a Rogue like i said.
You can gerenally attack while behind cover with Advantage, giving away your location when the attack hits or misses. But moving up to an enemy in combat to melee attack it is unlikely as there's no Facing rules but Line of Sight used to determine this, neither do i think walking in plain sight of enemies are circumstances appropriate for hiding but that's just me and other DM are free to adjudicate the rules as they see fit.
