As always, thank you for your opinions. This scenario comes from my group attempting to escape from Xanathar in Xanathar's Lair. We have one PC who has flying speed and was slowed. First, the scenario stipulations:
1. One PC flying; One PC normal walking speed
2. Rough Terrain (slime floor from lair actions)
3. Flying creature slowed
The walking creature wants to grapple the flying creature and drag him out with his movement to help get the slowed flying PC out faster. Questions:
1. Would an uncontested grapple still require an action? The PC's justification was could he just grab him by the belt (an object) as a free action, move 15 feet, then dash to move another 15 feet through the rough terrain.
2. Understanding there is penalty for moving/dragging a grappled creature and a penalty for moving through rough terrain; is there an additional penalty for the flying creature being slowed?
1. I would allow the PC to grab the flying creature as a free object interaction.
2. The PC is now effectively dragging the weight of the flying creature + flying creature's equipment. Refer to these rules:
Push, Drag, or Lift. You can push, drag, or lift a weight in pounds up to twice your carrying capacity (or 30 times your Strength score). While pushing or dragging weight in excess of your carrying capacity, your speed drops to 5 feet.
Now you have to do a little math. Take the pulling PC strength multiply by 15 to get carrying capacity. If the flying creature + flying creature's equipment weighs less than carrying capacity there is no additional penalty. If the flying creature + flying creature's equipment weighs more than carrying capacity then the PC can only move 5 feet (or 2.5 feet through the rough terrain).
No it wouldn't be a factor in this scenario. I role-play the effect of the slow condition as "your pulse slows and time appears to move faster around you." It slows down the flying PCs reaction time but it doesn't have any effect on others. Think of it as if the flying creature is very sleepy. It wouldn't slow down another PC.

Thank you. Makes sense. Do you believe the 'slow condition' on the flying PC is relevant?
