Drawing a weapon is part of the use an object action. When you are using a weapon to attack, drawing the weapon is part of the attack. This is how I'm understanding the rules. Your DM is the person who interprets the rules and makes their ruling. If you need to see the rule it's under use an object in the PHB on page 193.

The "interact with one object for free" appears as an option during your move or your action, but not your reaction or bonus. It is not part of simply "using a weapon to attack" (although the "Use an Object" section tries very hard to mislead you on this), which might very well be performed as either an action, bonus, reaction... or even untyped interaction, like in the case of blood curse of the fallen puppet . Blood Curse of the Fallen Puppet doesn't cause the killed enemy to use any of its available action types to make the attack, it just "happens." So RAW, interacting with objects for free is out.
That being said, I agree with Texas that it would be a dick move and overly nitpicky to penalize players too much for using a frankly very niche ability.

You are correct the creature cannot move unless you amplify it, but it needs to be within your attack range, not within your reach. If you used it on a goblin, for instance, I would allow the goblin to make its shortbow attack since that is listed as an attack action in the monster's stat block. As for why you might take it, the Lycan blood hunter in the party I DM for likes its cinematic value. Also, you can use it on teammates when they get knocked unconscious and that has led to some really funny table moments in the past.
Oh i like the idea of using it on a teammate, that could be fun. For effect i just thought the actual puppeting with the movement would be way cool. Im playing a Blood Hunter right now but have been seriously underwhelmed so far. im hoping i can figure out a way to make her useful.
I also wonder, with it saying "When a creature you can see within 30 feet of you drops to 0 hit points, you can use your reaction to give that creature a final act of aggression." Does this mean if the blood hunter them self kills the target, they can use it too?

Yes the target can be dropped by any creature, including the Blood Hunter, which can take a reaction on it's own turn.

I would say no, interacting with objects (such as drawing a weapon) is something you can usually only do on your turn.

I would say that anything listed as a weapon attack on the monster's description is fair game.

Correct. You can if you amplify it.

Eyeless, Bloated Agony, and Binding are probably more practical blood curses. The fallen puppet just seems like a lot of fun to me.

i agree and in my head it seems cool but just being able to attack whats in reach is limited. not a lot of enemies bunch up.

Probably not, but even if it did, it wouldn't matter since you use your reaction with the first instance.
