Does Halfling Nimbleness allow you to move through spaces of medium or larger creatures regardless of whether they are enemies or allies?

My DM today ruled that was just allies, but the text states halflings could you can move through the space of any creature that is of a size larger than yours.

I think that if Halfing Nimbleness were just for allies it would be useless, as any creature can move through a non-hostile creature's space.

Everyone can move through very large creatures' space as difficult terrain. Halfling Nimbleness allows that for also Medium creatures:

You can move through a nonhostile creature's space. In contrast, you can move through a hostile creature's space only if the creature is at least two sizes larger or smaller than you. Remember that another creature's space is difficult terrain for you.
