Theres is any rule that states the max value for a ability score starting the game? Is 15 the maximum?
15 is the max if you are using the standard array or point buy. Of course that can be adjusted up by racial modifiers. If you roll for ability scores then obviously the max is 18 (again modifiable by racial bonuses).
