Personally, I think that Find Steed is almost a perfect fit for being attached to something like a figurine of wonderous power, even though there aren't any official items that do that in the compendium. Little white chess piece in your pocket, can turn it into a horse, when it dies or is dismissed turns back into a chess piece until you long rest... heck, it writes itself, simple as that.
Does anyone know if you any way to get spells outside you normal class selection other than Bard?
I like the Paladin spells Find (Greater) Steed but 13th level is really high to have to get to.
You can buy a Spell Scroll and roll to cast the spell successfully. You're right, that's an incredible spell!

You can only do this if the spell is on your class spell list.
Only way in book is bard magical secrets or a wish spell.
You can use a homebrew feat (or subclass).
A cleric's Divine Intervention at 10 might be able to replicate it too?

I'm going to make this way harder than it needs to be.
Or you could ask your DM to help you search the world for a magic item that allows you to cast the spell. I think it would also have to be homebrew.

Ring of Spell Storing. You just need a paladin to cast it into the ring for you
