Don't see why it would. Deaf people can talk. A verbal component to a spell doesn't specify that you or anyone else has to hear the words. Just that you have to say them.
I don't think the deafened condition prevents casting spells with a verbal component. You cannot hear, but you can still speak. It would give you immunity to the Command spell though.

Silence makes you deaf, I get that, because no sound can enter the area. It also precludes vocal spells.
Does anybody feel that being deafened also prevents vocal spells?
