I'm also curious as to where that is. Is it in a published adventure? Because there's nothing in the DMG about +1 rapiers and nothing about magical weapons weighing less than their counterparts.
Notice that in the PHB (and the compendium) that the light property says nothing about weight being a requirement:
Light. A light weapon is small and easy to handle, making it ideal for use when fighting with two weapons.
The only thing in the description says that it is small and easy to handle. Notice also that the flail, rapier, and war pick are all 2 lbs each and don't have the light property, while the scimitar is 3 lbs and DOES have the light property. This seems to indicate that the property is not necessarily about weight, but more about weight distribution and size.
I do think that they should name it something other than "light", since it clearly doesn't have anything to do with the weight of the item.

Ah, DMs Guild AL stuff. That's cool. But yes, as already pointed out, the weight isn't what makes it "light" for game mechanics like two-weapon fighting. It does help for those who tanked their Strength score in favor of Dexterity (and bc it's finesse, it DOES work for rogue's Sneak Attack)

Technically, no. The light property is a specific property of a certain type of weapon. Normal and magical rapiers do not have it.
