I know PC are recommended to start at adult age, so this question is more for NPCs (or PC background):
1. Can a child contract lycanthropy curse?
I'm pretty sure the answer is yes.
2. Does the child turn into a lycanthrope at the first full moon, same as an cursed adult?
I'm pretty sure the answer is yes. But, I can also see that they would turn at first full moon post-puberty, but I'm not sure how lore works. Do natural lycanthrope babies turn into baby creatures?
3. Does the child turn into a "cub" or an adult beast?
I have no idea. Would a young child (either natural lycanthrope or cursed) turn into a cub rather than adult creature?
4. Should the child lycanthrope character be treated like an adult lycanthrope traits/abilities but with lower stats? Other than stats, are there anything else that would be treated differently with a child than with an adult lycanthrope?
I see that no stats would change. Reasoning? The curse grants the Strength, Speed, Wisdom, etc. Just change Intelligence to normal, as I don’t think it would change what you understand, just your presence of self and your awareness.
I think they would become adult sized adult shaped Lycans, but have the mind of one that was a kid. They still have kid brains, after all.

Answer 2, yes. There is nothing preventing them from turning. Interbreeded Lycans would inherit the curse too, and if they do change or not as a baby is up to you.

4. Lower stats, but same abilities.
I am still used to thinking of lycanthropy as a disease rather than a curse. But I don't see any reason why a child couldn't afflicted. If lycanthropes can breed then it makes sense that their offspring would be lycanthropes, in which case you would have lycanthrope children/cubs.
In the Curse of Strahd, there are Wereraven lycanthropes. Of the provided characters, there are at least two children, so it can be assumed that even a child is capable of controlling lyconthropic powers so longs as they do not try to resist and give into the curse fully. Then again, these children were born lycanthropes and by the time you meet them they are already like 7 or 8, so they have had time to master their powers.

Yes the Monster Manual entry for Lycanthrope evoke the possibility of natural affliction and ways to get rid of it;
Curse of Lycanthropy. A humanoid creature can be afflicted with the curse of lycanthropy after being wounded by a lycanthrope, or if one or both of its parents are lycanthropes. A remove curse spell can rid an afflicted lycanthrope of the curse, but a natural born lycanthrope can be freed of the curse only with a wish.
