House Cannith has an eldritch machine on Eberron that is still active and can create warforged. Most warforged were created during the Last War. The process wasn't lost, just not used to the extent it was during the war. Per their lore, a single powerful mage couldn't create one without the eldritch machine though.
The RAW answer is No. 5e (not sure about other editions) Warforged are exclusive to the eberron setting and were all made during the war which ended only 2 years prior.
But a DM can homebrew/house rule however they want. I have played a Warforged twice, and both times were a homebrew setting.
Agreed that it would be up to your DM. If your campaign takes place on Eberron, the answer is probably "no". In other settings, what you're suggesting might make sense, basically using the Warforged as a template for any sort of golem creature as a player character.
