Well feeblemind does says "The creature can't cast spells." So I don't think it is just a matter of having a certain stat.
I don't think they should be able to cast CHA based spells with a CHA of 1 even if your DM does rule that the spell is partially negated.
As for a "minimum" required stat, there is nothing official, but 3 is pretty much the minimum stat for monsters that can express that ability (animal level INT for example).

The charisma score does not prevent him from casting spells. The rules do not prevent casting spells with low stats.
However, Feeblemind explicitly states that the target "can not cast spells".
"On a failed save, the creature's Intelligence and Charisma scores become 1. The creature can't cast spells, activate magic items, understand language, or communicate in any intelligible way. The creature can, however, identify its friends, follow them, and even protect them."
It is up to the DM whether the Helm of Intellect would have any effect in this case. Feeblemind causes a number of effects but these are not stated to happen because the stats are reduced. They are simply listed as effects of the spell.

- can't cast spells
- can't activate magic items
- can't understand language
- can't communicate
Changing the INT to 19 would not necessarily change ANY of the effects of Feeblemind except that the INT stat would be 19 and INT saves would be +4 instead of -5. At the DM discretion they could still be unable to understand language or communicate because those sections of the brain do not function at all when under the effect of a Feeblemind, not because the INT stat was reduced to 1. If you can't do these things anymore then having an INT of 19 will not solve the problem for you. However, this is all up to how the DM wants to run it.
Keep in mind that a cleric with a high wisdom affected by Feeblemind could also not cast spells even though their casting stat was not affected.

RAW, there’s no need for a charisma score to be more than 1 to cast spells.
