Reading through it, I feel like you have ship actions and combat where it's just one ship and another ship (or a third ship, whatever) rather than the ships taking their turn among the various characters. The way I would do it is ship to ship combat while they are closing on each other and maneuvering. Then, when they get close enough, you might switch to traditional combat between the various individuals on the ships.
I was planning to run ships like I would any other creature. It gets its own turn, the captain decides its actions. Considering the players do have their own actions they can make during combat (including 2 special help actions that only apply to the ship), all players should be getting turns.
Granted, you only need to add individual enemies to the turn order as they become relevant. And the bulk of ship crews are focused on running the ship.

So during combat i understand ships have actions, how do you rule players moving around the ship or using spells when ships are near each other?
Do players just crew the ship, how do you handle boarding enemy ships?

Agreed. That’s how I ran it when I ran a ship to ship combat session using the UA rules.
