I’m trying to make a light cavalry character using the mobile feat and mounted combatant feats. If I took the charge feat it seems everyone agrees that you can’t charge on a mount because it’s not your movement? That seems weird and like making a feat pointless and a character idea impossible.
The Warhorse has its own version of charge with its Trampling Charge feature.
Other than that, it indeed seems that it's not possible to use the Charger feat, as it specifically states that it triggers when you use YOUR Dash action. So, no, RAW this would not be viable, but at your table you can always create a homebrew feat specifically for this, or talk to your DM and see if they'd allow the +5 damage from the Chrager feat when mounted.

The only thing that does not work for your concept is the Charger feat. The reason it does not work is not because you're using the mount's movement. It does not work because the feat requires that you use your action to Dash. Allowing a mounted rider to benefit from that feat when the mount dashes would not be balanced; it would just be a free bonus action attack, with bonus damage, while completely circumventing the intended requirement.
Compare to the Cavalier subclass level 15 feature:
Ferocious Charger
Starting at 15th level, you can run down your foes, whether you’re mounted or not. If you move at least 10 feet in a straight line right before attacking a creature and you hit it with the attack, that target must succeed on a Strength saving throw (DC 8 + your proficiency bonus + your Strength modifier) or be knocked prone. You can use this feature only once on each of your turns.
This explicitly works both mounted & un-mounted, does not require you take any actions (just the movement), and has the shove baked in.
Does that mean your character idea is impossible? No! Mobile & Mounted Combatant are still good for obvious reasons. I'm not going to assume what your desired class/subclass is, but Cavalier is tailor-made for what you want to accomplish.

But the charger feat gives you a BA attack if you dash with your action, but if your mount dashes, you still have your full action.
Granted, you won't get the +5 to hit damage, but with mounted combatant you will have advantage. And did I mention the full action? If you have extra attack, that is twice the number of attacks you would have had.
Cavalier doesn’t quite fit a mobile cavalry unit due to a lot of its bonuses requiring you to be within 5 feet of other creatures and players. It’s not a run in and out subclass.
I get that. The point I was making is that you can’t charge on a horse, a classic and historical military tactic is not possible unless you take a specific subclass or do it without a horse. You can achieve the same shove tactic by taking the shield mastery feat which is pretty good but you miss out on getting a bonus to damage by galloping past a orc and trusting your lance at it.

Sooo... that's not accurate at all. Charger is a specific feat for non-mounted characters. It is not the same as "charging", in the tactical sense, nor is a cavalry unit somehow less effective without it.
You have a mount, and you use its movement speed instead of your own. That's already a clear advantage. Your mount can Dash for double movement, and you still retain your entire action. That's a minimum of one attack--more at higher levels--and you still have your bonus action too! That's WAY better than just Charger.
You're using a lance? Perfect, you get a 10' reach, 1d12 damage, advantage to attacks against creatures smaller than you, and you can use a freaking shield too. You have nothing to complain about here.

lek made it clear it isn’t possible in his post I just find it odd that in a game where you can be anything this is one thing you can’t. I was bringing this up to the community not to complain but to brainstorm the possibilities of a charging horseman or woman and how to make it possible if able. I wasn’t expecting so much negativity about the issue. Mounts are great they also die in one or two hits without the mounted combatant feat.
So many mountable creatures have the charge ability or something similar to it and can’t use it because your attacks are better. Do you think it would be balanced to homebrew a feat where you can get the benefits of that ability while mounted?
for instance if a boar runs 20ft towards a creature and hits with a tusk attack it add 1d6 to the damage of the attack and the creature must make a strength save or be knocked prone. I would propose that the knock prone would only apply to creatures smaller than your mount. Much like the advantage you get from mounted combatant. Do you think this is balanced?

agreed. It’s sad the thematic isn’t possible but three attacks from a halfling on a dog is pretty entertaining in itself!
