I think i know the answer to this, but if my character gets the dual wielding feat, does the off hand weapon get the proficiency bonus like two weapon fighting?
No. The benefits the feat grants are: You gain +1 bonus to AC while you are wielding a separate melee weapon in each hand. You can use two-weapon fighting even when the one-handed melee weapons you are wielding aren't light. And, you can draw or stow two one-handed weapons when you would normally be able to draw or stow only one.

You get to add your proficiency bonus to the off hand attack rolls for any two weapon fighting, did you mean the strength/dexterity modifier to the damage rolls?
You never add your proficiency bonus to damage rolls (general statement).
You add your proficiency bonus to attack rolls--with weapons that you are actually proficient with--and two-weapon fighting does not impact that in any way.

If you're proficient with the weapon in your 'off-hand' (the bonus action attack) then you add your proficiency bonus to the To Hit regardless of whether you have the Feat or anything else. You just can.
If you meant adding your ability modifier (Str/Dex) to the Two-Weapon Fighting Bonus Action attack - you normally can't do this - that doesn't come from the Feat - it comes from the Two-Weapon Fighting Fighting Style. A very unfortunate naming convention.
