Could a wizard/sorcerer/warlock use their spellcasting focus to touch the target of their spell? I.E. a wizard touching an ooze with their wand to deliver a shocking grasp or a hexblade touching a troll with their Glaive to destow a curse with sign of ill omen.
No, this isn't really allowed mostly because it has too much potential to be abused. But as always, it's up to your DM... if they want to do it for fun or flavor, then sure.
That's not really how a "focus" works. At the most basic of levels, all that a "focus" does is help you process the spell's energy. It isn't the delivery mechanism; you are. I'm presuming this is a ploy to get around consequences for touching something you shouldn't touch.

You don't know what fear is until you've witnessed a drunk bird divebombing you while carrying a screaming Kobold throwing fire anywhere and everywhere.
If it's just a 'special effect' and not changing the mechanics of anything, I can't see why not. If you're trying to cheese-weasel your way out of dealing with monsters with damage auras, you're SOL.
I'll be honest, when I saw the title, the first thing that entered my mind was a Celestial Sorcerer casting Cure Wounds by bashing someone in the head with their staff focus...
I'd allow it for role playing purposes, but only if all touch spells had to be delivered with the spell caster's focus. It's feasible with a wand or a staff or a holy symbol.
