Yes. When you take an action you can make an attack as a bonus action. I like this for my bladesinger, it allows a bladesinger to cast a spell and still get an attack as a bonus action. This is a great weapon for any character that wants to use a single weapon.
The Scimitar of Speed is kind of an unsung hero of weaponry, yeah. Heh, it is strictly better than two-weapon fighting, and as pointed out it allows the character to do other stuff with their action and still fire off one attack per turn. Everybody gets to rogue - slash, then Disengage or Dash or Dodge or Use an Item or cast a spell or whatever else you like. Actual rogues can use their main action to shove their enemies prone (assuming they kept up their gym membership and have an Athletics score worth rolling against), then use a Scimitar of Speed to make a bonus attack at advantage to gain Sneak Attack. Anybody with a per-attack damage booster, a'la Hunter's Mark, Hex, Arcane Weapon, Holy Weapon, or the like, get one extra attack to trigger their bonus damage with.
And yes, the Scimitar of Speed can attack as a bonus if it's the only weapon you're holding. That is indeed much the point - this weapon is magically meth-fueled and will swing as a bonus action regardless of whatever else you do. The Scimitar of Speed is awesome, and probably one of my favorite martial weapons.

When in doubt, pay close attention to what the description says, and what it does NOT say.
* It's a magical weapon with a +2 to attack and damage rolls
* You can make one attack with it as a bonus action on each turn.
That's it. That's all it says. There are no prerequisites for the bonus action attack. It doesn't matter how many weapons you're wielding, it doesn't matter if you take the Attack action on your turn. The only requirement is that the bonus action attack be made with the scimitar.
