If not, it seems like something that I will homebrew. Do y'all think it would make sense to treat it similarly to the Minotaur horns (1d6+STR, Goring Rush, Hammering Horns)? Or does that making the Loxodon OP?
Anyone can attack with any part of their body, it's an Unarmed Strike, whether or not that body part is a natural weapon is another question. Generally natural weapons are in the racial traits of the race, Loxodon does not have a Tusk Trait. It does have a Trunk Trait, but not as a natural weapon.
I would also disagree with adding Tusks counting as a natural weapon. Firstly, they're too short and in an awkward location compared to their Trunk, and logically any attempt to use them would either hit with their Trunk or open themselves up to any easy counterattack. Secondly, Loxodons are supposed to be large and lumbering, they likely don't have the ability to use them like that. Thirdly, Loxodon already has plenty of Racial Traits and your considering adding 3/5ths of the Minotaur's Racial Traits on top of the Loxodon? Yes, I would call that OP, unless your also going to double every other race's traits in addition.
If you want to create a homebrew racial feat, I think that is perfectly fine, there is already a feat that makes unarmed strikes a d4 (tavern brawler).
@SladeTracey: I guess I'm thinking of them as more elephant like... ~9ft long tusks and able to run up to 16mph. But given that these aren't elephants I get what you're saying. In addition since Loxodon are bipedal it would make sense that their tusks couldn't be as long as an elephant's as they'd be really off balance.
Oh well. I just have this picture in my head of a barbarian elephant creature smashing enemies with his massive tusks. I agree with DxJxC maybe I'll create a racial feat that is based off of tavern brawler.
Can Loxodon's attack with their tusks per RAW?

I agree with keeping it unarmed strike.
