Yea that's what prompted the question. I just changed over my old UA Changeling to the published version and noticed I could just flat out put it all in Charisma. She's a Sorceress so there's no reason not to do that. Point buy 15 + 3. Starts at 18.
It just struck me as odd because afaik no other race can get +3 to a single ability score. Seems like an oversight to me.
Well, they gutted everything about Changeling that wasn't beating the player over the head saying, "You're the party 'face'/'skill monkey'".
Seems pretty intentional. 🙄

Indeed - we do our best to check on rules interpretations prior to building them into the character builder. 🙂
It's interesting that it's just the addition/omission of the word "other" that makes this difference.
There are several other races in Eberron: Rising from the Last War, that have a "floating choice" on their ASI (Ability Score Increase). They all use different wording to the Changeling.
Changeling:
Your Charisma score increases by 2. In addition, one ability score of your choice increases by 1.
Warforged:
Your Constitution score increases by 2, and one other ability score of your choice increases by 1.
Other races with the same wording as the Warforged include Mark of Detection Half-Elf, Mark of Handling Human, Mark of Making Human, Mark of Passage Human.
If this is actually intentional, then it is power creep moving into the game. Many racial traits are minor enough (except possibly a feat) that the stat increases are already the reason that you might choose one race over another. Also, a floating +1 is already quite strong (comparable to a static +2). Being able to start with an 18 in your primary stat makes it so that not only can you take an additional feat, but you are exponentiallybetter at what you do than classes who cannot start with an 18 in their primary stat.
If it was constitution, it might be balanced in that everyone wants more con (and you'd have to forego a + to your primary stat to get that +3).

Is it intentional that the new Changeling can get +3 to Charisma?
It doesn't say "one other ability score" like Half-Elf and Warforged do meaning it's possible to add that extra one onto Charisma.

I bet it was unintentional and may need to be errata'd, but until it is, it is RAW. So rock that +3 to CHA.
