So I got a question, let's say I have a Bracer of Flying Dagger and a Scimitar of Speed, can I throw 2 daggers and bonus action Scimitar attack and does it apply the ability modifier? Also, can I hold the scimitar in the same hand with the bracer?
In addition, you can make one attack with it as a bonus action on each of your turns.
This means it only takes a bonus action on your turn and does not matter what you do with your other actions. Use your normal damage for the scimitar.
So you can throw 2 daggers for 1d4 + Str/dex with your action and with a bonus action attack for 1d6 + 2 + str/dex.
I have this and I have used the spell Booming Blade or Green flame blade as my action and then I use my bonus action to attack. There are other combos I can think of that is just as nice.

Yes to everything except same hand. The daggers have to be manually pulled from the bracer (requires your hand be free), and the daggers don't throw themselves (requires your hand still be free).
If your goal is to wield the scimitar and a shield while throwing daggers, you're out of luck.

If all you mean is that you want to have the bracer & scimitar on the same arm (hand + forearm), with the other hand still free to pull/throw, then you're good to go.
You don't know what fear is until you've witnessed a drunk bird divebombing you while carrying a screaming Kobold throwing fire anywhere and everywhere.

Lets look at the wording on both.
Bracers of Flying Daggers:
As an action, you can pull up to two magic daggers from the bracer and immediately hurl them, making a ranged attack with each dagger.
This means it is a action to use and the daggers deal normal damage for daggers (monks can use there monks damage).
Scimitar of Speed
In addition, you can make one attack with it as a bonus action on each of your turns.
