Easiest solution for this would be to apply the wording of Mass Polymorph to both Polymorph and True Polymorph. Personally, I hope this is a change that happens in the 2024 revision because as is, there's really no good reason that a Changeling shouldn't be able to cast Polymorph on themself considering Mass Polymorph can work on willing Shapechangers.

I didn't realize that Mass Polymorph allows Shapechangers to choose whether to be affected or not. This is probably because the spell was in XGtE and not the PHB. My personal take is that all of the polymorph spells should have been errata'ed to use the wording of Mass Polymorph giving Shapechangers the option to be affected by Polymorph if they choose. As it is, it doesn't really make much sense that a Shapechanger can be polymorphed in a group of multiple creatures but can't be polymorphed when using a single target version of a polymorph spell, even a 9th level one.
100% agreed. Honestly (and it'd be a pretty niche scenario) the current wording of Polymorph prevents a Changelind Druid from being able to turn into beasts more powerful than Wild Shape allows.
