Spells do exactly what they say. Flaming Sphere as written does no damage when it is first cast - it does damage when either
1) an enemy ends its turn within 5 ft of the sphere, or
2) when you use your bonus action to ram the sphere in to someone.
You can certainly cast it as an action and then immediately use the bonus action to ram it in to someone, which is I think a common use of it. You can use bonus actions on each of your subsequent turns turns to ram the sphere into more enemies; that's also a common use.

And of course, that's just how Flaming Sphere works. Other spells may work differently - they each have their own text describing what they do.

Flaming Sphere was a bad example. What about Melf’s Acid Arrow? You’d get the bonus damage on a hit but not on it’s subsequent turn, correct?...
