So it’s been a while since I’ve last checked the rules on this and I’m having a bit of a hard time finding exactly where it states this in the 5e guidebooks, so I just want to confirm whether or not if a player character wanting to steal an item off an npc who is somewhat unaware is Sleight of Hand vs Passive Perception?
This seems like the case but as I said, I am having a hard time confirming where it says this exactly and want to be sure it’s not a case of the npc needing to roll against the Sleight of Hand check with a Perception check of their own or if it’s a grey area determined by the dm, etc.

Yes, same rules as stealth and passive perception.
