I am preparing to start a campaign as a PC warlock hexblade six. I have searched and been unable to find any discussion about whether a specter raised by a warlock could use magic stone from the cantrip as a ranged attack. Thoughts?
It is a creature, by RAW it can do all the normal Actions anyone else can and it has an Intelligence of 10. I don't see why it couldn't. I wouldn't allow it to take an object with it when it uses incorporeal movement, but I don't think it's incorporeal all the time. I could see a reasonable DM ruling that it is incorporeal all the time, though.

Canto alla vita alla sua bellezza ad ogni sua ferita ogni sua carezza!
I sing to life and to its tragic beauty To pain and to strife, but all that dances through me The rise and the fall, I've lived through it all!

I'd suggest using the same rules that apply for an unseen servant.
Cedo nulli, Calcanda semel via leti.
Parvi sed magni.
