Does the Dhergoloth provoke AoO when using its Flailing Claws attack to move in a straight line and hit all creatures within 5 feet of it as it moves? I want to assume it does not, as the ability wouldn't be quite as dangerous or fun if it did, but it also doesn't explicitly say "this does not provoke".
If it didn't provoke opportunity attacks, the action would say so. A creature is only exempt from opportunity attacks if they teleport or somehow moves without using their movement, actions or reaction (e.g. falling, or being moved by other creatures.)
No need to house rule. Read it's abilities. Darkness and Fear at will.
Obviously the ability is designed to be used after casting darkness. Maybe after fear, but darkness is the clear winner.
Note the Flailing Claws ability is a Saving Throw, not an attack.
So you cast darkness, walk through the area. They can't attack you because they do not SEE you. They all make saves or take damage.
You'd definitely need Devil's Sight to OA with Darkness. Fear wouldn't prevent OAs, but would make them at disadvantage. The spell only says that they must take the Dash action and move away, but says nothing about limiting their use of reaction.
